    4 Advanced Learning Plan (ALP) Fast Facts
    An ALP, or Advanced Learning Plan, is “a
    written record of gifted and talented programming utilized with each gifted child and considered in educational planning and decision making.”

    The Colorado Dept. of Education has provided this "Fast Fact" sheets to inform educators and parents about specific topics through a summary of the key ideas and suggestions that pertain to each topic. This is a good starting point to learn about frequently asked questions about ALPs!
    5 Fast Facts: Early Access to Educational Services for Kindergarten and First Grade
    In 2008 House Bill 1021 reinstated a provision whereby school districts may count in their enrollment and receive State Education Funds for highly gifted students who the administrative unit deems appropriate for early access to kindergarten or first grade. If the administrative unit chooses to permit early access, the district/s must abide by the rules of administration
    promulgated by the State Board of Education which will establish criteria and a process that an administrative unit shall use to make determinations regarding the advanced placement of highly advanced gifted children.

    6 Fast Facts: Administrative Unit GT Program Plan
    A Program Plan is a concisely written
    description of the policy and methods by which an
    administrative unit identifies and programs for gifted
    student education. The elements that must be
    addressed in a Program Plan are based upon ECEA statute and criteria established by Rules
    promulgated by the State Board of Education and any criteria for accreditation . Rules support national standards and best practices in gifted education. The gifted education director/coordinator works collaboratively with stakeholders, often in an advisory committee, to determine the methods and descriptions required for
    each Program Plan element within the administrative unit.

    "Gifted and talented children" means those persons between the ages of five and twenty-one whose abilities, talents, and potential for accomplishment are so exceptional or developmentally advanced that they require special provisions to meet their educational programming needs. Children under five who are gifted may also be provided with early childhood special educational services. Gifted students include gifted students with disabilities (i.e. twice exceptional) and students with exceptional abilities or potential from all socio-economic and ethnic, cultural populations. Gifted students are capable of high performance, exceptional production, or exceptional learning behavior by virtue of any or a combination of these areas of giftedness:
    # General or specific intellectual ability.
    # Specific academic aptitude.
    # Creative or productive thinking.
    # Leadership abilities.
    # Visual arts, performing arts, musical or psychomotor abilities.
    8 RtI in Colorado
    In Colorado "Response to Intervention (RtI) is a framework that promotes a well-integrated system connecting general, compensatory, gifted, and special education in providing high quality, standards-based instruction and intervention that is matched to students' academic, social-emotional, and behavioral needs." Although originally developed for students with learning disabilities, this problem-solving model can be used to promote learning and growth of ALL students. Partnerships are formed with coordinators, teachers, appropriate experts, students and their families to determine and follow up on appropriate ways to meet student needs.
    9 Rules for Concurrent Enrollment Act
    the State Board of Education is required to promulgate rules for
    schools and school districts to follow in satisfying state and federal reporting requirements concerning the enrollment status of accelerating students through concurrent enrollment program participants.
